Bexar County inmate accused of 'grooming' several Texas girls while behind bars

Sheriff Javier Salazar said the suspect allegedly communicated with the girls through an iPad.

SAN ANTONIO — A 36-year-old imprisoned in Bexar County started his nine-year prison sentence in May, but that didn't stop him from allegedly committing more crimes before the year was through.

Bishoy Elkhaliny, 36, is accused of having sexually charged conversations with five young girls – at least two of which he knew – and asking for "sexually provocative" photos through an iPad, according to Bexar County Sheriff Javier Salazar. The young victims, from Bexar, Tarrant and Dallas counties, are all between 12 and 15 years old.

"It appears he may be grooming them for possible sexual activity later after he gets out of jail," Salazar said Friday afternoon.

State inmates are allowed to use an iPad to communicate with loved ones, Salazar said, adding Elkhaliny has "an extensive criminal history throughout the state." That includes Bexar County, where previous charges of theft and assault where dismissed, according to online court records.

Salazar said a Child Protective Services (CPS) investigator was made aware of the possible communications before notifying county authorities.

Elkhaliny is facing charges of online solicitation of a minor under 14. Because he was in Bexar County when he allegedly engaged in the crimes, Salazar says, the cases will be handled here. He faces two to 20 years if convicted.
